Eleven former British and French generals and admirals have criticised the EU's rapid reaction force in a letter to the Telegraph.

The former military chiefs described the force as a "paper tiger" that could damage French and UK national security.

The attack comes as the defence secretary, Geoff Hoon, claimed that Britain's Navy was fighting fight despite a leaked report highlighting serious operational deficiencies.
