Brown accused over national insurance 'stealth' tax

The chancellor, Gordon Brown, yesterday refused to rule out increases in national insurance charges after the general election following an accusation form shadow chancellor, Michael Portillo, that he planned more "stealth taxes".

Portillo said that nearly four million middle-income earners could be hit by a raised ceiling for employee's contributions, a move Portillo claims is a "prime candidate" for Brown.
