International development secretary Clare Short has caused a diplomatic row by attacking the UN for "failing in its duties".

During last week's visit to Sierra Leone, Short confronted the head of the UN mission there, asking why his troops had not disarmed the rebels thought to be responsible for thousands of murders during the country's civil war.
