Labour promises regional 'parliaments'
Labour is to promise a consultation paper proposing eight regional "parliaments" if it wins a second term.
The regional assemblies will be set up following local referendums, and will have around 35 members - some appointed and some elected by proportional representation.
The manifesto commitment is regarded as a personal triumph for the deputy prime minister, John Prescott.
