Labour's election strategy will focus on making the question of the Opposition's fitness to form a government a key issue, repeating Margaret Thatcher's strategies of 1983 and 1987.

One unnamed Cabinet minister is quoted as saying: "If we succeed, we will turn it into a referendum on the opposition's performance, as they did, otherwise we would find ourselves defending our own record on delivering improvements in public services."
