Customs and Excise lost over £600 million in duty in what the National Audit Office called a "serious breakdown of controls".

Alcohol destined for export was illegally removed and distributed in the UK without duty being paid.

Customs waited six years before telling ministers of the losses, displaying an attitude that David Davis, chairman of the Public Accounts Committee, said "borders on contempt".
