The Conservatives have confirmed than an incoming Tory government would not ratify the Nice Treaty. Both Labour and the Tories have said that the treaty will be made an election issue. The prime minister has called for fundamental reforms of the way the EU does business to prevent a repeat of the chaos seen in Nice.
