Whitehall bungling closes pubs over new year's eve

Bureaucratic confusion has ended the possibility of pubs and clubs being allowed to remain open for 36 hours over the new year. Instead, a series of local regulations will be in force, closing some bars at 10.30pm while allowing others to open until 4.00am. To change the regulations it was necessary to secure a deregulation order which must go out to the public for consultation and be brought before both Houses of Parliament for 60 working days. As this deadline passed without an order being placed, the Home Office blamed the House of Lords Deregulation Committee while the committee blamed the Home Office.
