Local authorities will retain control over school funding in spite of a radical overhaul of local government finance published today. There had been fears that the green paper would decide to fund schools directly from Whitehall. The Independent reveals that the issue has been the source of a cabinet dispute between David Blunkett, the education and employment secretary, and deputy prime minister John Prescott.
