While the Tories are away, the Lords return to business

As the Tories take the attention from Westminster to Manchester for their annual party conference, peers will return to business on Monday.
Following their autumn recess, the House of Lords will begin the week debating the Sovereign Grant Bill, which looks at the system of payments to the Royal Family.
Labour's Lord Grocott will ask ministers whether they intend that a reformed Lords would, like the Commons, vote on any future deployment of troops in conflicts overseas.
On Tuesday Lord Empey has tabled a question about securing compensation from the new government of Libya for the victims of the weapons supplied to the IRA by the Gaddafi regime.
As the phone hacking scandal continues, the Lords Communications Committee investigates the future of "responsible investigative journalism" in a changing media landscape.
Peers will hear from John Lloyd and David Levy from the Reuters Institute, and John Mair, senior lecturer in broadcasting at Coventry University.
On Wednesday the upper chamber will debate the Terrorism Prevention and Investigation Measures Bill at second reading stage. It looks at the new TPIMs, to replace control orders, which could see some contention from peers.
And on Thursday Labour peer Lord Soley will press the government on whether they have any proposals to review and revise their legislative timetable.
